1979 constitution introduced fundamental objectives and directive principle in the constitution. Colonialism didn’t have this because colonialism itself was violation of human right
Section 13 stipulates that it is the duty of all organs of govt to enforce fundamental objectives. Fundamental objectives refers to the programs to be embarked on by the govt to make life meaningful. While directive principle refers to the strategies that govt has to adopt to actualise fundamental objectives.
Section 14(3) deals with federal character principle at the federal level while section 14(4) talks about replicating this at the state level.
This all boils down to the fact that representation has to cut across Nigeria’s heterogeneous ethnicity and religion. This is associated with what is obtainable in section 318 of the constitution.
Also, 147(3) in reflection of this talks about the appointment of ministers at the federal level cutting across the 36 states of the federation. This is also applicable in section 192 as for the state level.
